ALMOs may be able to engage in charging and trading-type activities dependent on their nature and scale such as the provision of training, consultancy services on housing management or the supply of temporary staff to other ALMOs. If an ALMO wanted to carry out full-scale commercial activity it would not be able to do it through the main ALMO company as it is a company limited by guarantee which is not a suitable vehicle for trading. ALMOs like local authorities themselves are concluding that setting up trading companies is not sufficiently beneficial and that they should rely on simpler charging activities to achieve income generation.
