The National Federation of Builders has launched a new lobby group, the Housebuilders Association (HBA) to represent the interests of small and medium-sized housebuilders. The main purpose of the HBA is to challenge the regulatory, financial and planning regimes envisaged by the government for the sector, and promote the industry's SME agenda. Its initial campaign will call upon the government to delay the implementation of Part L of the Building Regulations.
