Summary: Examines the issues involved in the review and revision of permissions, in particular mineral permissions. Covers the limits on revision and protection in the general law. Concludes that although there is a range of mechanisms in the statute book that enable permits to be kept up-to-date in a way that respects the interests of various parties, these are used in a rather haphazard and inconsistent way. The need to provide for future changes is something to be considered in designing regulatory regimes.
