This has long been criticised due to its unfairness to tenants. The Bill aims to ensure that the consequences of any tenant breach are proportionate and appropriate to the Human Rights Act 1998. It proposes tenancy forfeiture only under court Termination Orders, together with the introduction of alternative measures such as Remedial Orders, Orders for Sale and Transfer Orders.
