Summary: Discusses the building standards regulations introduced Scotland in 2005 and how this has radically changed the way in which design can be certified for building regulation compliance. Outlines roles and responsibilities and the scope of the certification scheme. Comments on the risks and liabilies. Concludes that the success of Scottish legislation and the introduction of similar certification both in Scotland and throughought the rest of the UK will depend on the success of this first design certification scheme.
