In 1985 C appealed against an enforcement notice requiring that use to cease, C appealed and in 1986 planning permission was granted stating the premises only to be used for paper; however the land continued to be used for its original purpose of haulage and storage purposes by Paul Butcher who appealed against enforcement notices issued in 1993 and 1994.
