This paper, focusing on third world countries, looks at some of the major challenges that urban managers have faced in trying to house the low-income segment of the population. It draws examples mainly from Zimbabwe. The author argues that the institutional problems bedevilling low-income housing schemes in Zimbabwe also apply to a large extent to other developing countries. Concludes with how best the beneficiaries can be taken aboard in the planning of low-income housing schemes, a challenge many central and local authorities are still coming to terms with.
