Summary: Reports on the research done by an advisory committee. Shows what the Government could do to help small and medium enterprises to have better chances to access public contracts. This report has to be included in the Pre-Budget Report for 2009. Recommends an improvement in procurement. The main measures are presented here. All contracts opportunities above £20,000 from the public sector and all procurement documentation should be advertised electronically by 2010. Qualification criteria should be standardised and incorporated in the pre-qualification questionnaire. When selecting successful tenderers, consideration should be given to all their relevant experience and not their experience in the public sector only. Flexibility is required when selection is based on a particular accreditation scheme or standard. Innovation Procurement Plans should be used to verify coherence between procurement and commercial strategy and to encourage innovation. Ensure fairness of contract for sub-contractors.
