This report outlines how rural delivery arrangements should evolve, taking account of wider developments in government such as the commitment to devolution and moves to make public services more accountable and locally responsive. The report highlights specific areas for improvement and makes key recommendations concerning accountability, satisfying regional and local priorities, the number of organisations involved, lack of co-ordination and confused customers. The report concludes that current arrangements for delivering Defra's rural policies are incapable of coping effectively with the changes that lie ahead whilst delivering value for money to the taxpayer.
