Concerned with the discrimination on grounds of nationality against an estate agent, (member of the RICS) who set himself up in business in Spain before his qualifications were recognised by host state. Held that according to the rules of freedom of establishment laid down in S52 of EC Directive 67/43, a host state must take into account existing qualifications.
