520			_aThis consultation paper sets out government objectives for delivering a better supply of housing through the planning system and proposes a new policy approach to making the planning system more responsive to the housing market within the overall objective of planning, which contributes to sustainable development. The key elements of this approach are: robust evidence-based need and demand assessments and development of plan policies, which look at housing markets and are developed in partnership with stakeholders; a pro-active approach using positive planning to deliver appropriate housing land, keeping provision under review and maintaining a rolling five-year supply of housing land within a 15-year time horizon. Responses are invited by 9 September 2005 and a summary of the responses will be published on the DCLG website by the end of December 2005.
