520 _aThis ODPM commissioned research assesses the effectiveness of the Starter Home Initiative (SHI). The research was designed to give interim results which would provide transferable lessons for future key worker housing provision from April 2004. SHI has been the vanguard of the government programme of delivering affordable housing to help address problems of the recruitment and retention of key workers and therefore supporting the delivery of key public services. The research covers the scheme manager experience, national and regional stakeholders and employers, value for money and targeting, the purchaser experience of the SHI and makes recommendations.
