520 _aThe Government is aiming to transform the whole way in which rented housing is provided, by reducing the role of council housing , reviving market renting, (the private landlord and a much-altered style of housing association). This article challenges several assumptions; that transferring council tenants to another set of landlords would guarantee to do anything to improve the condition or management of that housing; that housing associations could take over large amounts of council housing and retain their present qualities and that it is possible to revive a rapidly declining private rented sector .
