520 _aThe Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 was the first in a series of measures culminating in the Housing Act 2004 that have radically changed the way in which government seeks to encourage private sector home improvement in England and Wales. This study monitors the development and implementation of new private sector housing renewal strategies and identifies and disseminates good practice for the benefit of other local authorities and partner agencies. It finds a contrast between the optimistic and ambitious expectations of the government's new measures and the serious lack of capacity and resources within local authorities to deliver effective local private sector housing renewal.
