| 520 | _aThe case for treating the property market as a complex system and the potential benefits of using systems dynamics for examining the behaviour of the system have been examined in a previous paper to the Cutting Edge Conference (Elliot and Trevillion, 1997). By way of illustration, the paper derived a systems structure diagram which largely represented current thinking on the development process/property market behaviour in systems dynamics terms. The present paper further examines the issues raised by that work with particular reference to the dynamics of the commercial development process in the Edinburgh office market. Although behaviour in this market is not necessarily typical of the whole of the UK, there are market dynamic issues which might be universally applied. In this context, following a brief review of the systems approach, the paper examines supply side dynamics, the importance of land ownership issues and the part that the regulatory system plays in triggering development by providing/determining land use opportunities. In particular, it looks in detail at changes in the provision of new office building in Edinburgh (since dynamics is all about change), patterns of rental change and interactions between the provision of new offices, land release and the influence of the City Council on market behaviour and the development process. The study covers the period from 1987 to 1997, incorporating a period of rapid growth and a long recessionary period. | ||
