520 _aIn the late 1980s, reports by the Audit Commission and the Chartered Institute of Public Finance and Accountancy (CIPFA) suggested that the way in which local authorities managed their property could be greatly improved. At the time, few local authorities kept registers of even the most basic data on either the physical, legal or economic attributes of property under their management, and there were serious concerns about waste of public money. Local authorities have responded positively to this, and this research by Mark Deakin of Napier University explores the progress made by local authorities in introducing the initiatives designed to improve the standard of property management
