520			_aThis final report of an ODPM and Department for Transport commissioned study draws together the key findings from the national evaluation of Local Strategic Partnerships (LSPs) and covers the first three years of the programme. The objective of this phase of the national evaluation is to support LSPs and policy makers at local, regional and central levels and to evaluate the progress LSPs are making. The formative evaluation identifies a number of governance and delivery issues. Despite variation, it concludes that LSPs have made good progress across England but also assesses difficulties and outlines areas for further development. A summative evaluation of impacts and effectiveness is provisionally planned to start in 2006.
