520 _aThe independent Affordable Rural Housing Commission was set up in July 2005 to inquire into the scale, nature and implications of the shortage of affordable housing for rural communities in England and make recommendations to help address unmet need. Concludes in its final report to government that a minimum of 11 000 affordable houses must be built annually in market towns and villages to meet identified need. Argues that second homes are not a major problem across the country but are a matter of real concern in certain locations where there are a disproportionately high number. Sets out practical actions to be taken across all levels of government and the voluntary and private sectors.
