520 _aThis report argues that the design quality of new secondary schools in England is not good enough to secure the government's aim of transforming educational standards. Half of the schools reviewed were classified as mediocre or poor; schools performed notably badly on transformational design (those intended to bring about change in learning techniques), and on issues of environmental sustainability such as natural daylight and ventilation. They performed well on those matters that are subject to regulation, such as size, safety and accessibility. CABE's recommendations to improve matters include proper preparation, appointment of a skilled project team, fuller evaluation of proposals, and establishment of a best practice mechanism to ensure continuous improvement.
