Covers the history of the modern PRS, its size and geography, privately rented properties, the people renting privately and private renting households. Concludes that the most important role of the PRS within the modern housing system is to provide flexible accommodation for young and mobile people. The open-market PRS was generally the most attuned to this role, mostly in urban areas and especially in Greater London.
