Argues that greater analysis should be undertaken on what market fluctuations signify. Policy-makers should pay more attention to local people and motivational factors. They should be cautious when intervening in the market as groups may not react as a group or as intended. Concludes that the capacity to manage markets is limited. Attention should be paid to housing quality and neighbourhood function, rather than concentrating on price increases.
