This has kept national average prices rising for the 18th consecutive month. However, confidence in house prices and sales have fallen to their lowest levels since 2004-05. New instructions to sell rose for the second month after a seven-year decline. New buyer enquiries declined for the fifth consecutive month. Surveyors report a number of properties being listed early to avoid the HIP deadline of 1 June.
