520 _aPresents provisional proposals that a specialist tribunal should be established in order to resolve housing disputes. This would be set up within the flexible structures to be created by the Tribunals, Courts and Enforcements Bill. It would incorporate the Residential Property Tribunal Service (RPTS) tribunals. Its jurisdiction would include rented housing possession and disrepair claims, mobile home possession claims, rented housing disrepair claims, and the power to make housing benefit decisions. A rationalisation of appeals from RPTS to the upper tribunal created by the Bill is also suggested. Responses are due by 28 September 2007.
