520 _aPublished in support of the Housing Green Paper 2007 (L139252). Describes the key features of eco-towns, which will be new developments of at least 5 to 20 000 homes. They are to have a unique identity and good links to surrounding towns to support employment, transport and services. Each town is to be zero-carbon and will excel in at least one area of such technology. Key infrastructure is to exist within the towns. 30 to 50 percent of housing will be classed as affordable. A delivery organisation will manage each town. The report sets out how the government will encourage and support these schemes.
