However, with delays across the board the first BSF school is due to open in September 2007. This report examines three key areas of the programme; the effectiveness of the planning and procurement process, whether sustainability has a high enough profile, and whether educational transformation lies at the heart of the process. Also questions whether BSF is the best way to spend £45bn on education.
