This will meet all criteria which had originally been planned for 11 June 2007. Buyers with low EPC ratings are receiving government help on energy efficiency measures. The housing minister reports that the gradual introduction has gone smoothly, with HIPs costing on average £300-£350 and taking 7-10 days to prepare.
