Proposes the Sustainable Home Ownership Partnership (SHOP), a levy system to pool funding for borrowers to access in clearly defined circumstances. Sets out a structure for SHOP and recommends it should be compulsory for new borrowers and those who remortgage. Sets out the degree of regulation recommended in the system.
