The changes aim to tackle shortcomings in the current system and improve compliance with the Building Regulations. Key areas of reform include: a periodic review of Building Regulations every three years; restricting the use of building notices to protect home owners from cowboy builders; increasing local authority powers to deal with illegal or substandard construction; the potential use of fixed penalty notices and stop notices; and giving local authorities more time and resources to focus on areas of greatest risk. The consultation closes on 10 June 2008.
