520 _aReports construction workload growth slowed to the lowest level since 1996 in the first quarter of 2008, with only 1% more surveyors reporting a rise than a fall. In terms of regional performance, northern England was by far the weakest, with falling workloads, while Scotland maintained its top spot. The industrial sector experienced some recovery and infrastructure workloads grew in selected regions. However, all other sectors struggled, and workload growth in private housing and other public works turned negative for the first time since 1999. Confidence in future workloads has now dropped below the survey's long run average.
