520 _aPresents the market study of home building in the UK. Reveals that there is good competition in the market. Shows that home buyers suffer from defaults in new houses, delays in completing the construction, and issues in the sales process. Explains that to remedy this situation, representatives from the home building industry agreed to form a body to establish a code of conduct which will be operative on March 2010. Suggests that in case of failure of the industry to deliver an effective solution, the Office of Fair Trading recommends a statutory redress scheme. Mentions that the scheme would allow granting compensations to homebuyers for issues related to the sales process, contracts, defaults or delays. Encourages the Government and the Welsh Assembly to support small building companies and self-builders to reach the level required by the Code for Sustainable Homes by helping them to access available solutions.
