520 _aSurvey reports a decrease in the RICS house price balance. The net balance of Chartered Surveyors reporting a fall than a rise in house prices was lower from -81.8 to -84.2 in September. Difficulties obtaining credit continue to be reflected in the numbers of transactions collapsing. The average number of transactions per surveyor (over the last three months) fell to 11.5 from last month's figure of 12.7, setting a new low for activity since this survey began in 1978. London is at the bottom of the activity league, reporting 8.3 sales by surveyor. New buyer enquiries and newly agreed sales balances are still negative but improved for the fifth consecutive month. Enquiries and sales balances are at their strongest levels since May and December 2007. Inventory of stocks on surveyor's books dropped to 81.5 in September. This is the lowest level since December 2007. Explains that this fall in stock levels is due to sellers choosing to let their property. The new instructions balance showed sharp drops in the regions of East Anglia, South West, Yorkshire and Humberside, and East Midlands.
