505 2 _aExecutive summary: our purpose; the key areas of concern with the current process; developing solutions to address the concerns; how our recommended solutions will make the system work better for everyone; making the process more proportionate; making the process more effective; improving engagement; achieving changes in culture; tackling complexity; overall impacts
505 2 _aMaking the process more proportionate: reducing the number of developments that require full planning permission; expanding the scope of permitted development; encouraging the use of Local Development Orders; an intermediate form of approval process; simplifying information requirements; improving information for users of the system
505 2 _aMaking the process more effective: making best use of pre-application discussions; improving the pre-application stage; other important issues for the pre-application stage; improving the way applications are handled once submitted; facilitating consultation electronically; improving the way applications are processed; improving the use of planning conditions; cutting the delays with planning obligations; minor amendments to planning permissions; planning appeals
505 2 _aImproving engagement: local planning authorities are required to involve a wide range of organisations in the planning application process; who are the consultees?; the role of consultees in the process then needs to be clarified; problems with over-consultation; providing a better response; accountability for advice
505 2 _aCouncil members need more clarity over their role: training for elected members; delegation of decision-making; for larger and/or more controversial developments, council members need to be involved at pre-application stage -- We need to ensure developments meet the needs of the whole community: better engagement of the community as a whole; local planning authorities should be free to make their own decisions about how best to reach their community; an alternative way to solve disputes -- Achieving changes in culture: improving the quality of applications; resources and skills; incentivising an improved approach to applications -- Tackling complexity
520 _aReview offers a detailed review of the process for seeking planning permission. It looks at case studies for a range of different sectors including, housing, business and the renewables industry. Aims to identify reasons for delay in deciding planning applications, and makes recommendations for dealing with these and reducing unnecessary burdens for all parties involved in the process. The review has been jointly commissioned by Communities and Local Government and Business, Enterprise and Regulatory Reform Departments.
