The Circular 03/2009 (Costs awards in appeals and other planning procedures) revokes and replaces Circular 08/93: Awards of Costs Incurred in Planning and Other (Including Compulsory Purchase Order) Proceedings and paragraphs 46, 48 and 49 of Part 1 of the Memorandum to Circular 06/04: Compulsory Purchase and The Crichel Down Rules.
