It reached 50 SAP points compared to 42 SAP in 1996. 41% of houses were in the higher bands of Energy Efficient Rating Bands 1A to D, which is an improvement on the 19% in 1996. Houses in the social sector were more energy efficient (58%) than in the private sector (48%). 52% of houses from the private sector were considered non-decent homes accommodation.
