520 _aPanel of scientists warn that that the oceans are in a worse state than was previously thought arguing that marine life is at high risk of entering a phase of extinction unprecedented in human history. Here, climate change, pollution and over-fishing are acting together in ways that have not previously been recognised and this is already affecting humanity. Recommends an immediate cut in CO2 emissions, urgent actions to restore the structure and function of marine ecosystems and introduction by the UN Security Council and the UN General Assembly of effective governance of the High Seas.
