520 _aQBD 30 October 1986. Appeal by council against decision of Inspector to grant planning permission for an office development in Camberley , Surrey previously refused by the council. The Inspector based his decision primarily on government policy reflected in DoE Circular 14/85 Development and Employment, which encourages development which creates jobs. The Inspector granted permission even though the proposal was contrary to the approved Local Plan. The Inspector concluded that the need for economic regeneration outweighed all objections of the council. The council appealed to the High Court, alleging that the Inspector was so anxious to comply the job creation message of the Circular, that he paid no proper regard to local needs and local policy as reflected in the Surrey Structure Plan and the Surrey Heath Local Plan .
