520			_aOutlines plans to amend the definition of estate agency work in the Estate Agent Act 1979 in the light of changing business practices in the home buying and selling market. The current definition, which predates the internet and the growth in online property businesses is felt to be out of date and too restrictive and is stopping the development of new business models within the property industry. It is proposed that online sites which as act as passive intermediaries between buyers and sellers should be outside the scope of the Act whilst businesses which offer personalised advice to buyers or sellers or handle money belonging to clients should remain within the scope of the Act.
