520 _aThe new Construction Strategy launched by the Government in May 2011 aimed at reducing project and construction costs by up to 20 per cent over the lifespan of this Parliament. To achieve that, it has called for a profound change in the relationship between public authorities and the construction industry. The first Commission of Inquiry for the All Party Parliamentary Group for Excellence in the Built Environment examined this issue, asking how do we ensure the greatest value for money in the public procurement of construction, while at the same time achieving the kind of excellence in the built environment that we all desire, and what are the successes we can draw upon? This report contains the recommendations. RICS contributed.
