Sets out requirements for suppliers of communal and district heating systems to ensure that users are billed for actual consumption and their obligation to inform the National Measurement Office of the presence of communcal heating systems by 30 April 2015. By 31 December 2016 viability assessments must be carried out to see if it is cost effective and technically feasible to install meters to monitor individual consumption of heating, cooling or hot water.
