John 'Louis' Armstrong, former Admiral, was appointed as the RICS Chief Executive in 1998 and launched 'The Agenda for Change'. His role as CEO over 12 years ensured that the RICS members are recognised as having the highest educational and professional standards and working within a strong code of ethics.
