520			_aOutlines the duties of landlords and managing agents of residential properties which have communal heating systems and where tenants pay their bills individually . The Heat Network (Metering and Billing) Regulations 2014 amended by the Heat Network (Metering and Billing) (Amendment) Regulations 2015 requires landlords and managing agents as the heater supplier to submit the required data about their heating systems to the National Measurement and Regulation Office by 31 December 2015 and to install individual meters in the properties by 31 December 2016 and provide tenants with their own bills showing their annual energy use consumption.
