520 _aDivided into eight parts aimed at reforming the planning system to improve the delivery of new homes and ensure better and fairer regulation. Part 1 deals with the provision of new homes in England by providing a statutory framework for the delivery of starter homes and requiring local authorities to grant planning permission for suitable sites for custom-built and starter homes. Part 2 provides greater powers to local authorities to tackle rogue landlords, Part 3 allows local authorities to recover abandoned private sector empty properties, Part 4 introduces a number of social housing measures including extending Right to Buy discount levels to housing association tenants, requiring local authorities to sell off high end vacant properties to fund affordable housing, charging tenants with incomes of over £40, 000 in London and £30, 000 outside London to pay market or near market rents and Part 5 introduces a fit and property person test for landlords letting out licensed properties such as Houses in Multiple Occupation (HMOs) and sharing Tenant Deposit Scheme data with local authorities. Part 6 looks at a raft of planning reforms including simplifying the neighbourhood planning process and requiring local authorities to maintain registers of land which could be made available for house building and Part 7 covers simplifying the compulsory purchase and compensation process. Part 8 covers a range of general measures.
