By undertaking a combined research approach involving mapping changes to the residential housing supply across England and conducting a cost-benefit analysis of PD for local authorities, the research highlights a number of interesting findings, such as the bulk of additional dwellings that result from the exercise of PD rights take the form of small scale conversions from business uses; large conversion scheme account for the largest element of the direct financial costs of PD to public authorities; and the extension of PD rights facilitates long term structural change in England?s built environment. | ||
