It lists the 10 most critical actions needed to deliver environmentally sustainable management and tackle the increasing pressures on the lowlands. It calls for England's lowlands to be managed as a whole in order to reverse the decline of wildlife and habitats, as just protecting the remaining vulnerable sites is inadequate.
