Implements recommendations from the Public Service Agreement plus reviewand offers greater clarification of the definition and it's implementation; advises on linking decent homes with wider regeneration in the area; and clarifies the roles and responsibilities of the Housing Inspectorate, government offices and the Community Housing Task Force.
