520 _aCA has decided, in line with OFT views that the Unfair Terms in Consumer Contract Regulations 1999 (UTCCRs) apply to tenants in both private and public sector accommodation and consumers buying new homes from developers. The appeal was brought against the decision of the judicial review by three tenants against the Newham LBC placement policy on housing homeless people.
