520 _aScottish local authorities are being too slow in reducing the amount of waste sent to landfill and increasing the amount they recycle, according to the Accounts Commission. The Scottish Executive target for councils to increase the amount of municipal waste that is recycled or composted is 25% by 2006. Whilstthe latest recycling and composting rate rose from 7.4 to just 9.6% in 2002-2003 fewer than half of Scotland's 32 councils managed to recycle or compost more than 10% of municipal waste.
