Tenants dissatisfied with their landlord's valuation of their home for right to buy can obtain a binding second opinion from the district valuer. The number of these appeals has increased significantly in England in recent years. The report "Valuation for right to buy" produced by the College of Estate Management examines the reasons why tenants appeal against landlords' valuations and the extent of variation between these and those of district valuers.
