520			_aExamines in depth the Anti-Social Behaviour Act 2003 ss40 and 42.The Act aims to give people the powers across a range of areas to tackle of anti-social behaviour in their communities. S40 confers powers on local authority chief executives to make closure orders in respect of noisy premises causing a public nuisance. S42 concerns the control of neighbourhood noise nuisance, in particular night time domestic noise. Concludes that the provisions represent a further means by which environmental health officers can tackle noisy licensed premises and domestic property and that the making of the Noise Act 1996 non-adoptive as well as removing the mandatory duty of local authorities to investigate complaints of night time noise are sensible developments.
