520 _aLocal councils and developers are under-performing in recycling vacant and underused land for new homes, according to research by the Campaign to Protect Rural England (CPRE). Government's PPG3: Housing, stated that by 2008, 60% of new homes should be provided by building on recycled land. Nationally this target has already been achieved with 66% of councils on target. In its analysis of government's latest "Land use change statistics", CPRE named councils that achieved below average results. Milton Keynes only achieved 19% and Telford and Wrekin managed 24%.
